Kremlin Says Putin Agreed in Principle to Resume Trilateral Talks After Witkoff Meeting Near St Petersburg
Vladimir Putin has agreed "in principle" to resume trilateral negotiations with Washington and Kyiv on ending the war in Ukraine after 10 November, Kremlin foreign affairs adviser Yuri Ushakov told reporters on 21 October 2026 following roughly three hours of talks between Putin and US envoy Steve Witkoff at the Konstantin Palace in Strelna, outside St Petersburg. Ushakov said the trilateral talks would focus on "building a security system for Russia and Ukraine after the conflict ends". Nine separate outlets or wire chains carried the account, all of them relaying the Kremlin statement second-hand; no US or Ukrainian confirmation was observed in the reporting window.
NOT ESTABLISHED
- No US or Ukrainian official statement confirming agreement to resume trilateral talks was observed; the agreement is attested only by the Kremlin via journalists.
- Every account traces to statements made to reporters or to Russian state media. No direct transcript, readout document or first-hand account of the meeting was observed.
- Reported timing is inconsistent across lineages: "after 10 November" (Ushakov, via wire reporting) versus "after mid-November" and "mid-November" (CNN-sourced and Kyiv Independent/Russian state media accounts).
- The "specific framework" for the talks reported by one outlet citing Russian state media is uncorroborated by any other lineage, and its contents are not described.
- No venue, date, format or participant list for the prospective trilateral talks was given in any observed reporting.
- What, if anything, was agreed on substance beyond the stated focus on a post-conflict "security system" is not stated.
- Nothing in the observed reporting addresses the state of fighting, force posture or any change to it; no imagery or independent verification of the meeting beyond pool photography was available.
